    Location Scouting Using Your BlackBerry / IPhone / SmartPhone

    I recently purchased a BlackBerry Pearl 8130 (”Pearl” would seem to denote the small pearl-like trackball located on the face of the device used for navigation) (photos).

    Regarding the purchase of the BlackBerry itself, it’s not like I needed to throw more moolah at yet another gadget for my kit, but the offer was too good to refuse:

  • As a long-time Verizon Wireless customer, I was due for a phone upgrade, consisting of a $100 credit (…and 2 year renewal of my contract…)
  • There were also two separate $50 rebates available on this particular phone at the time
  • The list price of the phone was $249 = minus $100 credit minus $100 in rebates = a $50 BlackBerry - how could I refuse?
  • What initially inspired me to consider going with a BlackBerry or other smartphone was an experience I had last winter location scouting with the producer I was working with at the time, we were driving around Brooklyn and Queens, visiting some location candidates we had both already researched in our offices but still needing other options; this particular producer was the proud owner of an Apple IPhone, so, as we drove, carefully concentrating on vehicular traffic as is reccommended in conditions likely to be encountered somewhere like New York City, she was able to use a combination of features included in her IPhone i.e. GPS, high-speed internet access / Google Search / Google Maps and of course, the phone itself to make appointment requests or other calls as needed.

    As I drove, she would search on Google and Google Maps for the business category listings (we happenned to be looking for auto parts stores and flower shops at the time…) and local business listings which would typically include the business name / address / phone number; then, using that info and Google Maps we could drive directly there. If we got lost or turned around - GPS to the rescue! :-)

    I estimate location scouting this way saved us at least a day in research *not* driving around “aimlessly” as might have been required using “old-school” location research and location scouting methods. Yellow Pages? what are Yellow Pages? ;-)

    Oh, yeah - the IPhone also contained an IPod which we were able to play thru my truck’s stereo, which was nice - I have my own IPod but it was on the blink at the time - subsequently it was replaced by Apple (for free :-) as it turned out it was defective…

    In any case, it was at that point I decided to start looking at acquiring a smartphone - the IPhone was really nice, with its large display screen, Apple ingenuity and features - but it also cost about $500 at the time plus + / - $100 for the service each month, so I would have been looking at the (arguably steep) *cost of the IPhone at that time and the additional cost of the additional service to my existing Verizon cellphone service of about the same amount (the IPhone service is only available thru AT&T Wireless or cancelling Verizon contract (which would include a stiff penalty of several hundred dollars…), so… I started looking at the BlackBerry - which has a splendid reputation of its own and in fact was “the” pioneer in smartphone technology.

    *In case you have been living in a cave lately, Apple recently announced the IPhone G3 at a much reduced cost for the equipment. Reportedly, the service is more expensive, so over time you end up paying more? …but then again maybe that’s easier for people to whom it matters - spreading out the expense of maybe a little more each month but over a long period and without having had to plop down a lot to get onboard …and inconsequential for still others?

    I am very pleased with my BlackBerry! There are LOTS of mobile applications available due to BlackBerry’s popularity, including many…

  • Google applications for mobile, i.e. Gmail (including Mail / Google Apps), Google Maps (which includes ** My Location), Search, Calendar, GOOG-411 (voice-technology 411 service) and other useful FREE applications.
  • Yahoo has its own mobile application that bundles a number of similar features and is in fact very elelgant, but I have had intermittent problems with it crashing my phone (requiring a soft reset fix by removing the phone battery and turning the phone back on…)
  • Of course, there are many BlackBerry native applications included in the phone from the time you first turn the thing on…
  • You can search for other BlackBerry Apps
  • **My Location is NOT GPS - its positioning technology relies on cell towers to determine your position - generally, for the purpose of getting “un-lost” I find it quite adequate - and it is FREE - GPS service thru Verizon is a separate, paid service ($9.99 / month I think…), but I have my own separate GPS unit I can use if I need to provide exact coordinates of a location.

    Verizon’s unlimited personal Blackberry email / web data service that I subscribe to is $29.99 in addition to my regular voice plan, (its corporate plan, which is required if you work for a company that uses BlackBerry’s Enterprise Server is $44.99 / month. The extra $30 / month is a little stiff to a penny-pincher like me, but it is unlimited internet / email and several factors make it a wash. What follows are considerations you may want to make for yourself:

  • A while back I ditched my landline phone and ported the number to my Verizon Wireless service. The additional line costs me $9.99 per month as opposed to the $40-$50 / month I was paying for the landline - hey, the new line even included a free cel phone :-)
    Note: the possible down-sides to relying solely on cellular telephony are:

  • limited 911 emergency service capabilities
  • no landline for receiving faxes - but I use an electronic fax service - which costs $16.95 / month - working on eliminating this expense…
  • no landline for processing credit card merchant transactions using a merchant terminal - I solved this by using PayPal’s online payment processing; fees are competitive with my old conventional merchant account and no additional equipment (i.e. terminal, printer) to own / clutter my desk / wear out…
  • your mileage may vary depending on your business model / personal needs…
  • The BlackBerry does SO many things well, it will be a while (if ever) that I upgrade my laptop computer - I basically don’t need the laptop for mobile internet / email anymore… The laptop is currently needed for tasks particular to location scouting and other business chores for applications such as PhotoShop / Word / Excel, etc and a large, fast hard drive for working with images and other data is needed, but the laptop I currently own should be good for all this for a while.
  • Umm, oh, yeah, the BlackBerry is also a camera phone, but I personally have never been crazy about the image quality of camera phone photos - I much prefer my trusty, rusty Leica D-Lux3 ;-)

    Info Every Film Production Coming to New York City Needs

    If you are planning on shooting on location on New York City city property (i.e. streets / sidewalks / curb spaces or if you are shooting on private property and will be running cable across same …or need to clear parking…) in New York City (which includes the Bronx, Brooklyn, Manhattan, Queens and Staten Island), you will need a City of New York Mayor’s Office of Film Theatre & Broadcasting (MOFTB) film permit. You should probably hire a local location scout or location manager to complete this paperwork for you.

    In many instances location scouting, including checking availability of parking and local parking regulations, existence of schools, hospitals, churches, fire dept. / police stations etc in the area, availability of holding areas as well as other details is an appropriate and necessary step in the preproduction process. Consult with your location scout or location manager for professional, knowledgeable advice regarding these matters.

    Currently, there are a few documents that location scout or location manager will need for you to complete that will contain basic info he / she needs to get you going as well as info you need:

  • Certificate of Insurance | The wording needs to be pretty exact, per the linked info. Best to check and make sure your insurance agent did it right! MOFTB will NOT issue a film permit unless your certificate of insurance is on file with their office and complies with their requirements.
  • Keys to the City | This is a form that MUST be signed and returned to MOFTB.
  • You should also call MOFTB at 1-212-489-6710 and request a Hotzone List, which is a frequently updated list of areas in New York City where filming is currently restricted or prohibited.

    Permits are also currently required for pretty much any sort of photography on city property beyond general tourist photography (i.e. tripod / lights / additional crew / talent, etc.)

    Passaic County Film Commission

    I recently had the opportunity and pleasure recently to work with our own Passaic County Film Commission, which is an economic development arm of the Passaic County, NJ county government.

    Passaic County, NJ (I live in Clifton, NJ, which is in Passaic County) is a very viable resource for location scouts, location managers and producers of film, video and photo media, given its proximity to New York City (most, if not all of the county is in the NYC film zone), population density and subsequently, diversity of potential locations and other resources of likely value to production.

    The Passaic County Film Commission also sponsors the Passaic County Film Festival.

    The film office is headed up by Deborah Hoffman, Director of Economic Development for the county. Deborah, if by no other virtue than her job, knows LOTS of people around the county and is well connected in the local business community. What this translates to is Deborah is the initial point person for “making things happen” if there is interest in making use of production and location resources in Passaic County.     Geotagging And Neogeography

    Update 3/26/08 - This is a general cleanup of an article I originally posted timestamped December 04, 2006 @ 09:07. At the time I wrote the original post, geotagged map solutions which could include photos were really just starting to come of their own (from what I could find myself and / or was able to wrap my head around at the time ;-)

    I am normally approaching investigation of new technologies from a point of view as a location scout or location manager with regard to how same might be applied usefully toward doing a better job as a location scout or location manager, more efficiently.

    That said, it has become pretty easy as of late to build a simple, general purpose location map, i.e. placemarks of all the locations to be used in a production - with the address / other contact info / thumbnail(s) of the location(s) included), on a Google Map:

  • you need a free Google Maps account and you need to be signed in
  • use the “My Maps” tab - create a new map
  • the map can be marked “private”. go there. find it.
  • figure the rest out yourself
  • Still, every shoot is different, with different problems for the location department to solve and the solutions below are still very much alive at this writing, so scroll on thru on check em out… -RH

    …which, broadly speaking, is the practice of embedding geographic data in media of one type or another (i.e. “geotag” a …blog post …photo).

    There are MANY uses for geotagging, i.e creating a waypoint in a map or perhaps embedding data in a photo to let that photo be associated with a waypoint on a map… then posting that photo online and linking it and the embedded geographic data to a map, showing just where in the world the shutter was pressed.

    There are file formats (i.e. GeoRSS, GPX and KML) that “speak” in geographic terms. Much of this type of data is intended to be primarily machine readable, altho, ultimately, the end purpose is usually toward output which is “human readable”, or comprehensible and presumably, of some use to a person.

    Geotagging and online mapping are parts of a field coming to be known as neogeography, or “new geography”.

    I “started an app” (well, actually I “cloned” Amy’s Robot: Linkit) on ning.com, which is a Web 2.0 /php/html/ajax (with rails in the wings) mashup (which probably means nothing to you)…

    But I digress: whats very kewl about ning.com is you get to mashup their mashups! …and you dont have to be a programmer to achieve some considerable productivity in the process~ even kewler is, if you *do* know anything about writing code, the source for all their applications (”apps”) is available right on the site in true open-source fashion. More info here (if you’re the technically inclined type).

    It took me about an hour to create locationscout linkit, it’s just links to most of the film offices and some of the production resources I call on fairly regularly, but since locationscout linkit is based on social bookmarking, folksonomy and tags (in the old days I think it was called “collaboration” ;-) I hope others will contribute their own bits of location scouting information so we can all become more productive.

    As a producer or production coordinator, when asked to estimate production costs for a specific shoot, there are almost always some of the basic line items that have to be covered…

    The following laundry list is presented with the caveat that, every production is uniquely different and can, in fact (and often does) change on the fly. The following should be used ONLY as a very basic jumping off point:

    1. assumes the shoot is for commercial / advertising or editorial / corporate still photo shoot with high production values
    2. local (no overnight travel) location shoot
    3. a. specific in some cases to the New York City area
    4. assumes there is professional talent (models) to be involved

    Redrafting of NYC MOFTB Rules

    Lots of changes afoot at the New York City Mayor’s Office of Film, Theater and Broadcasting (MOFTB), begun this past year and likely to continue well into 2008 that involve a rewrite of many rules that include potential easing of some film permit requirements and other changes.

August 3, 2007 - Mayor’s Office of Film, Theatre and Broadcasting (MOFTB) Commissioner Katherine Oliver today announced that MOFTB will redraft proposed Charter-mandated rules for issuing permits to film or photograph on public property. The revision of the rules will take into account feedback MOFTB has received over the past two months. Public comment, which is scheduled to end today, will be re-opened for another 30-day period after the redrafted rules are published.”
    2. October 29th, 2007 - Mayor’s Office of Film, Theatre and Broadcasting (MOFTB) Commissioner Katherine Oliver today announced the release of a newly drafted permit rule proposal, which is available online and published in the City Record. Under the proposed rules, which are designed to codify procedures that have existed in practice since the office was established in 1966, a permit would be required for a shoot if production equipment or vehicles create an obstruction, but not for productions that only use hand-held cameras or tripods that don’t cause an obstruction. The publication of the new rules, which are subject to public comment, follows the MOFTB’s decision to redraft rules following an initial publication and comment period that was extended to August 3, 2007. A copy of the proposed rule and an accompanying executive summary and Q&A document explaining it are available on the MOFTB website at www.nyc.gov/film.”

    New York City Film Office Newsletter

    The New York City Mayor’s Office of Film, Theater and Broadcast (MOFTB) publishes a monthly newsletter which features news about the film office as well as other news of interest to the film and tv production communities.

    I particularly like the regular Location of the Month section of each month’s newsletter, in which a city-owned property (such as perhaps a building) or park or New York City neighborhood which may be available as a filming location is highlighted.

    The City of New York makes many properties available for filming at no or nominal cost in the interest of promoting filmmaking and economic development for the city.

    Use of the various properties is often directly administrated through specific city government agencies depending on the property(s) in question, however, the film office can be quite helpful in directing filmmakers to the appropriate agency.

    For Sopranos Fans

    If you were (are?) a fan of the Sopranos (like me!), you might be very interested in this website (The Sopranos on Location) I found which has a theme based on the locations used for filming the aforementioned long-running and award-winning cable-tv series which aired new episodes beginning 1999 till June 2007.

    I always liked the show personally and altho I never had the opportunity to work on the show (somebody on their production team called once but the call was interrupted and whatever was to be discussed between us never happened…) the show was always of interest to me professionally (as a location scout), as the majority of their filming locations over the years were in the New York City - northern New Jersey area, often just minutes from my office and places I drive past on a regular basis.

    The Sopranos on Location website includes many production photos describing many of the local locations used for filming the show as well as various stories by property owners and fans of the show regarding their encounters with the production.

    CT Film Commissioner Suspended

    This interesting newspaper editorial article came my way via my email inbox via The Hartford Courant and Google Alerts wherein the Courant calls on the Connecticut Commission on Culture and Tourism to clarify its placing Film Commissioner Heidi Hamilton effective August 21st.

    The problem seems to involve questions of internal policy matters at CT state government levels and I would presume (or would at least hope) that the matter is under review by an authority in the CT state government in a position to decide who followed or mis-followed policy.

    In the meantime, tho I have not personally dealt with the CT Film Office lately, Ms. Hamilton is likely sorely missed by the film production industry specifically with regard to productions with potential to film in CT.

    Ms. Hamilton has been very innovative in attracting new film production business to the state by way of considerable tax breaks and other film office services available to filmmakers.

    Excellent Article About Filmmaking in New Jersey

    The article is a couple of years old at this point (how did I miss this?) and takes a bit of a “lawyerly” tack at times, but New Jersey Film Office Staff Member Steven Gorelick gives a star performance as interviewee espousing the history of and importance of filmaking to our culture and economy in New Jersey.

    “Editor: How is the New Jersey Film Commission helping independent filmmakers get their start?

    Gorelick: You’d be surprised how many films at Sundance are from New Jersey. Garden State was a hit this year at Sundance. Clerks and Kevin Smith’s other works have also been well received. Two Family House , which won at Sundance, was filmed in Bayonne and many other films in the competition were shot here. It’s amazing the percentage of Sundance winners and Sundance entrants that are made in New Jersey. The Station Agent won two years ago.”

    Interviewed By WCBS-TV (NYC) Re: Orangetown, NY Filming Fees

    I was interviewed last week by New York, NY CBS affiliate WCBS-TV, for a video news article entitled Hollywood Being Priced Out of 1 Upscale Rockland County Town that ran on the Thursday, April 12th 11pm Newscast and in extended form the following morning on the Morning News regarding a situation in Orangetown Township, NY whereby the town has initiated a $500 per hour fine for film crews present before 7a.m. or after sunset.

    As I said on camera, Orangetown’s fees are exorbitant. I could never recommend sending a film crew to Orangetown under these circumstances. Film makers are not fools and contrary what many casual observers seem to think from what they may have seen on Entertainment Tonight, the production side of film and tv are not about burning thru money as fast as you can throw it on a fire, which is about what Orangetown’s fees amount to.

    Evidently, at some time or another, someone was inconvenienced by production vehicle traffic (I am told it is one individual in particular and a review of town meeting minutes on the town website reflects a couple of instances where the same few specific residents made complaints about filming activities). The Town Supervisor, Thom Kleiner was quoted as saying they were inconvenienced by truck traffic.

    The majority of film productions are very willing to work to with local residents as well as local government and law enforcement to facilitate conditions with every one’s best interests in mind. It seems like something cumulatively seriously fell thru the cracks in Orangetown.

    It just doesn’t seem to all add up.

    Time lost by residents due to occasional temporary neighborhood film-production traffic delays: 15 minutes?

    Time spent preparing for and attending town meetings to complain: hours?

    What’s sad is the town has cow-towed to these several misguided and selfish individuals. The many positive effects that film production has on a local community seems to be lost on this bunch.

    Film production brings business to town. If there is a crew shooting they are likely putting people in hotels, eating in local resturants and using local caterers, shopping at local retailers and spending money with any number of other local businesses, not to mention owners of property used for locations who could be banking several mortgage payments in fees when their properties get utilised by production even just short-term.

    Film production is a decent-size industry which accounts for around $5 billion a year New York City alone. In fact, contrary to popular belief, the local film offices exist not primarily as arts and cultural entities but rather as offices of economic development and the New York State Film Office and New York City Mayors Office of Film, Theater and Broadcast (MOFTB) are very active at their respective government levels to create tax incentives to attract film makers. A study of effects of New York City’s recent Made in New York Incentive reflects dramatic annual shoot day increases over the past several years which translates to a more than $3 billion increase in city revenue from film production. Tax incentives have shown to generate 30%+ returns, or, every tax dollar waived, have resulted in $1.34 in increased overall revenue.

    The New York State Film Office and NYC MOFTB have both worked long and hard to attract filming to the state and greater NYC metro area, so, a town like Orangetown is, for all intents and purposes, shooting the film offices (as well as their own local economic development) in the foot.

Just as the upsurge in film and TV lensing, including pilots, has increased dramatically since New York’s feature/TV tax credits…”

    Tax incentive legislation enacted in New York at the state level beginning 2004-2005 has increased feature film and tv production significantly, but initially, somehow, the tv spot end of the industry was left out.

    All that is about to change, thanks to new tax incentives that include commercial production as well.

    On a local level, the New York City Mayor’s Office of Film, Theater and Broadcast’s (MOFTB)Made in New York” program, which includes tax incentives, a concierge service as well as additional vendor discounts and other perks has increased film production volume dramatically over the past two years, attracting $2.4 billion in new production business including a record number of tv pilots. Like the state’s original program, the city’s current tax incentives only include films and tv shows, however, the Mayor’s Office and New York City Council are presently considering a companion program to New York State’s new program that includes commercial production.

    For all of us in the film production business, including location scouts and location managers, ANY program, especially a tax incentive program that, according to figures per current programs in place quoted in the Shoot Online article generates $1.34 in increased overall income per $1.00 in tax incentives and generates new, increased business= a good thing! The overall local economy benefits as well, as film production relies on a myriad of local vendors not neccesarily always linked directly just to film production, including many areas of the hotel and hospitality industries and as “everyday” as hardware/building supplies, car services, dry cleaning and general retail to name just a few.

    Specifically regarding film location services, local property owners and the real estate industry benefit and in the case of studio filming there are benefits as additional studio space is leased to accommodate increased filming. The aforementioned Shoot article also quotes SilverCup Studios (Long Island City, NY) co-owner Alan Suna reporting that business volume has been sufficent enough for Silvercup to open SilverCup East and plans are in the works to open SilverCup west on the east bank of the East River in Long Island City. SilverCup is one the the New York City area’s largest film studio/sound stage businesses, regularly hosting studio shoots for many major motion pictures, television programs and commercials.

    Dave Schoner in The News

    Dave Schoner writes to me:

    “In the Star-Ledger Newspaper this Sunday, Feb 25th, in the Accent Section, there will be an article written about the work I do as the Production Coordinator at the New Jersey Film Commission. It is part of their series I Am New Jersey. The series focuses on people with different and interesting jobs.”

    Indeed! Dave does have a very interesting job… a job he is very good at as well!

    Dave Schoner is one of my chief allies in the trenches; I call the New Jersey Film Office all the time as a location scout for help with tough film location problems. Dave is a walking encyclopedia of New Jersey film locations, general state geography and local facts. NJ Film is one of the finest film offices in the entire country and I should know, I have probably consulted most if not all the state film commissions around the U.S. at one time or another.

    So- good for you Dave!

    Hi- I am R. Richard Hobbs.

  • I am a location scout and I work in film production, which loosely includes television production, video production and photo production.
  • I am also a location manager.
  • I am also a photo producer; I take care of all kinds of production details, from estimating and bidding to crewing up a shoot, casting and on-set production coordination.
  • I find the interesting back drops, (or locations) you see in movie scenes, tv commercials, televison programs, music videos and corporate videos, as well as in photos used for ads and editorial features in magazines, printed brochures, books and billboards. I also find locations that can be used for various public events, such as art/marketing installations, corporate and personal social events and marketing focus groups.
  • I live and have an office in New Jersey, not far from New York City. Living in this geographic situation has allowed me to get to know NYC and allows me to get there and back quickly and also leaves me a lot of freedom to take advantage of the more suburban flavored location resources of NJ and the lower Hudson Valley. Did I mention I love to travel?
  • Over the more than 15 years I have been doing what I do, I have accumulated a sizable library of locations that can be used for production, nearly 3,000 at last count as a matter of fact. All the photos are digital and are stored online at www.locamundo.com.
  • Location scouting is a somewhat arcane end of the production process and it is tough to say exactly what we do all the time, but we do a lot of different things at different times. What might be doing different under different circumstances. This link may help you understand some of the things we might do. Someties we might “wear several hats”, so to speak and we are always flexible and willing to pitch as needed as long as what is expected of us is understood and agreed upon up front.     I call Iris at the Westchester County Film Office all the time for ideas and for guidance regarding filming in various towns and neighborhoods under her jurisdiction.

    The Westchester County Film Office is a font of information and assistance for Westchester County; anyone that is a location scout, location manager or production coordinator that does not take advantage of Westchester Film’s service is ignoring an extremely valuable resource.

    The article continues with a short interview with Katherine Oliver, Commissioner of the New York City Mayors Office of Film, Theater and Broadcast (MOFTB), Guy Ortoleva, Executive Director of the Connecticut Film, Video and Media Office and Betty Rankin, of Betty Rankin Locations as well as anecdotes from several fellow local location scout/managers, including Gary Handel, who also happens to own Gary’s Lofts, a well-known Brooklyn filming location. (btw, Gary apparently has done so well with his loft that he has expended into several other properties in Manhattan).
