Old News: NYC DCAS Now Charging $3200 Fee

Heads up, all you Location Scouts / Location Managers and Producers: NYC Department of Citywide Administrative Services (DCAS) now charges a $3200 location fee for use of DCAS properties (i.e. courtrooms, other areas inside DCAS buildings such as hallways, offices, etc.).

Department of Citywide Administrative Services Adopts Rules Governing Filming and Photography in DCAS Properties

November 25, 2009 – The Department of Citywide Administrative Services (DCAS) and its predecessor City agencies have for more than twenty years allowed and supported film production activities on properties and within facilities under the jurisdiction of the agency. Given the frequency and complexity of filming activities by both amateurs and professionals, it has become necessary to codify the process that has been followed over time.

DCAS has adopted rules that govern filming and photography conducted on properties and within facilities under its jurisdiction, which require permits from the Mayor’s Office of Film, Theatre and Broadcasting. These properties and facilities include various City buildings, such as the Manhattan and Brooklyn Municipal Buildings, all Borough Halls, and City and State Courts.

In order to conduct film or photography shoots in DCAS properties and facilities, DCAS approval must first be obtained prior to obtaining a required permit from MOFTB. Forms and documents required for DCAS review and approval must be submitted to the DCAS Film Office no later than four business days prior to the date on which prepping or rigging for shoots is set to commence.

Upon approval, a non-refundable fee of $3,200.00 shall accompany any application submitted to MOFTB for a required permit for filming or photography in DCAS properties and facilities. The fee shall be in the form of a certified bank check or money order, payable to the New York City Department of Finance.

Important Information Regarding Required Permits, Optional Permits, the New Project Application Fee, and Liability Insurance

In July 2008, the Mayor’s Office of Film, Theatre and Broadcasting adopted rules governing the issuance of permits in connection with filming activity in New York City. The adopted rules outline the practices of the MOFTB, codifying the procedures that have existed since the office was established in 1966. In June 2010, MOFTB adopted an amendment to those rules regarding the implementation of a $300 fee for the processing of the initial application of any new project.

I’m not a very good photographer. Somehow, however, I’ve managed to be employed as a New York City location scout for the past four years, finding locations for feature films. I’ve been pretty much everywhere at this point, from the highest rooftops to the deepest subway tunnels.

Marine Parkway Bridge – Brooklyn, NY

Marine Parkway Gil Hodges Memorial Bridge (MTA):

The Marine Parkway Gil Hodges Memorial Bridge was opened by the Marine Parkway Authority in 1937 to provide access to the Rockaway Peninsula, which previously could be reached only by ferry or by a circuitous route around the eastern end of Jamaica Bay. When it was built, the bridge’s vertical lift span was the longest in the world. The tapering, curled tops of its towers added a whimsical aspect to the bridge’s design.

While location scouting recently in the Rockaways, I was quite taken by the silhouette of the Marine Parkway Gil Hodges Memorial Bridge against the sunset.

Lipstick Jungle Shooting in New York City

I was walking down Varick Street in Manhattan and noticed NBC-TV’s Lipstick Jungle’s trucks, indicating they were shooting on location nearby. I know it was Lipstick Jungle because they had a New York Mayor’s Office of Film Theatre & Broadcasting filming permit and had posted MOFTB / NYPD “no parking” signs around the area. The name of the production filming is always on the “no parking” signs.

Recently, while doing some location scouting, I had the opportunity to explore the Brooklyn, NY neighborhood known as Red Hook.

I just love Red Hook’s textures and colorful past (present and future… so it was hardly “work” having to spend several hours on a gorgeous, clear summer day wandering around Red Hook.

…Red Hook’s current eclectic mix of living artists and industrial businesses create a neighborhood coined “Residustrial” in 2008 by artist and resident John P. Missale. Red Hook also contains several parks, including Red Hook Park. In the spring of 2006, the new Carnival Cruise Lines Terminal, more formally the Brooklyn Cruise Terminal, opened at Pier 12 at Pioneer Street, Red Hook, bringing additional tourists to Brooklyn.

ATTN – International Crews: Get Your Production Insurance in Order!

If you are a foreign film / photo production planning to work on location in the United States and / or more specifically, in the New York City area, you may or may not be aware that use of just about any private property, as well as many public venues and towns / municipalities (New York City included, for film / video) as a location will require you to provide proof of commercial liability insurance providing coverage of at least $2m US in the form of a certificate of insurance and naming same (property owner / venue / town or municipality) third-party additionally insured. These or similar conditions apply to many gear / equipment rental agreements as well.

Furthermore, any insurance you may have in your home country must provide coverage abroad and that coverage must be recognized and accepted by all parties involved in the United States.

Fear not, there are many insurance brokers nationwide in the U.S. that offer affordable short-term production insurance packages. The insurance company I usually work with was charging about $650 for a 14 day package last time I spoke with them.
