Manhattan at Night From West Chelsea

The photos below were made from a private space in the Starrett - Lehigh Building at 601 West 26th Street in the neighborhood known as West Chelsea in Manhattan, New York City, NY looking uptown and (in the panorama below) displaying, from the left (west) the Hudson River and New Jersey cross-town to right (east), the Empire State Building on the edge of the frame.

The movie and TV shooting locations near you - Entertainment Weekly

USA Today has a fun list of which movies and TV shows have been shot in all 50 states and the District of Columbia. It’s a good reminder that you don’t necessarily have to live in Los Angeles or Manhattan to wake up and find a film crew shooting outside your front door. Nor do you have to live near a famous landmark, like Mount Rushmore (pictured, in North by Northwest).

Times Square 42nd Street at Night

Times Square in New York City is one of Manhattan’s most iconic locations. Out-of-towners, depending on the circumstances of their visit to Manhattan, may not see much else, but they are likely to see at least part of Times Square!

    L1030738-times-sq-nyc-42nd-st-night.jpg
Times Square 42nd St at Night

42nd Street is a well-known east - west thoroughfare thru Times Square and is famous in its own right, comprising a long, colorful (and at times, infamous) chapter in New York City history.

    Wikipedia | 42nd Street (Manhattan)

New York Times which established its offices and printing plant nearby. For a long period in the mid-20th century, the area of 42nd Street near Times Square was home to peep shows and other activities often considered unsavory. A comedian once said, “They call it 42nd Street because you’re not safe if you spend more than forty seconds on it.

In recent years a MAJOR rehabilitation of the western part of 42nd Street (as well as the rest of Times Square and many other former problem areas of New York City) has occurred which has been extremely successful for sending crime statistics plummeting, however, there are those who contend that the changes along 42nd St have robbed the city of a chunk of its character. The seedy and bawdy 42nd Street of the past has for certain been replaced by a wholesome mainstream environment, so much so that it is considered in some circles to be somewhat of a “Disneyland in New York“. Chain businesses abound where smaller, more distinctive (for better or worse…) businesses once existed, the former concentration of adult businesses along 42nd Street seems to have relocated itself primarily along 8th Avenue and in the case of adult book / video / DVD stores, it appears they must also be required to carry mainstream merchandise as well in order to be allowed to exist.

But the adult business was never ALL what 42nd Street was about, there were a good number of independent movie theaters that ran independent, low-budget, import and avant-garde “art” films and 42nd Street was an important part of the business models for many independent filmmakers for many years. Nowadays the smaller filmmakers are left to scavange for venues, other than perhaps well-known “art-theaters” in other parts of town, such as The Angelikas, Film Forum and Two Boots Pioneer Theater.

As an aside, the night I made the photograph above I had just come out of seeing Dark Knight at a Multiplex chain theater - 25 theaters on 6 floors to be exact and mine was on the top floor - it took like 10 minutes each way to get up and down!

There is an excellent section of the online New York History which details segments of the history of 42nd Street and Times Square:

New York History | Sex, money, and politics at the crossroads of the world | by Marc Eliot

“The history of the Times and Chrysler buildings, mayors Ed Koch, Jimmy Walker, Fiorello Henry La Guardia, and lots of other engaging details about the world’s most notorious intersection (back when Times Square was!).”

As far as production might be concerned, a little common sense is in order. 42nd Street is literally “crossroads of the world” so if your crew is of any appreciable size with any number of vehicles involved, you are are liable to relegated to shooting on a weekend very early morning.

The New York City Mayor’s Office of Film, Theatre and Broadcasting (MOFTB) issues film / video / photo permits needed for filming in New York City, which of course, include 42nd Street and Times Square.

    Walking Around NY Photo Festival

This past week was NY Photo Festival, May 14 - 18, based in the DUMBO area of Brooklyn / NYC, NY.

I wrote a post about NY Photo Festival 2008 elsewhere on nyc.locationscout.us.

DUMBO is beginning to look more like Soho than, well, DUMBO ;-)

Ever the location scout, I was pleased to discover a number of attractive event venues around Dumbo, many which, such as St. Ann’s Warehouse, were being used to present the photo exhibits associated with NY Photo Festival. Another event venue used by NY Photo Festival was Galapagos Art Space, but I was already familiar with that space.

I’ve parsed out my Flickr feed of a few snaps I shot with my trusty, rusty Leica D-Lux3 below…

    • The carousel is new - at least to me… it’s very kewl - ANY carousel is kewl, no?
    • I like the new mural(s) the graffiti artists were still hard at work on the one…

Info Every Film Production Coming to New York City Needs

If you are planning on shooting on location on New York City city property (i.e. streets / sidewalks / curb spaces or if you are shooting on private property and will be running cable across same …or need to clear parking…) in New York City (which includes the Bronx, Brooklyn, Manhattan, Queens and Staten Island), you will need a City of New York Mayor’s Office of Film Theatre & Broadcasting (MOFTB) film permit. You should probably hire a local location scout or location manager to complete this paperwork for you.

In many instances location scouting, including checking availability of parking and local parking regulations, existence of schools, hospitals, churches, fire dept. / police stations etc in the area, availability of holding areas as well as other details is an appropriate and necessary step in the preproduction process. Consult with your location scout or location manager for professional, knowledgeable advice regarding these matters.

Currently, there are a few documents that location scout or location manager will need for you to complete that will contain basic info he / she needs to get you going as well as info you need:

  • Certificate of Insurance | The wording needs to be pretty exact, per the linked info. Best to check and make sure your insurance agent did it right! MOFTB will NOT issue a film permit unless your certificate of insurance is on file with their office and complies with their requirements.
  • Keys to the City | This is a form that MUST be signed and returned to MOFTB.
  • You should also call MOFTB at 1-212-489-6710 and request a Hotzone List, which is a frequently updated list of areas in New York City where filming is currently restricted or prohibited.

Permits are also currently required for pretty much any sort of photography on city property beyond general tourist photography (i.e. tripod / lights / additional crew / talent, etc.)

The MOFTB website contains complete information needed for obtaining film permits as well as Parks Film Permits, including Central Park

Download: Insurance Requirements, Keys to the City, General Parks Guidelines and Central Park Guidelines - pdf’s in a .zip file (496kb).

    Hey, guess what?

  • Film Permits in NYC are FREE!
  • NYC offers FREE Police Assistance
  • NYC is, if not THE safest, one of the safest large cities in the U.S.
  • gotta LOVE it! :-)

Great Places Directory - Rudolph House

Great Places Directory | New York | Paul Rudolph House

There are several resources I use regularly especially for researching event venue locations, such as BizBash and Locations Magazine but I was not familiar with the Great Places Directory till I stumbled onto a link to it on the New York City MOFTB website this morning.

I already found one location I was not previously familiar with, the Paul Rudolph House in midtown Manhattan on East 58th St. Paul Rudolph was an architect of some merit famous for a modern, minimalist style of architecture. The house on 58th St appears to currently operate as a showroom for Modulightor designer lighting and home to Paul Rudolph Foundation (PRF). PRF website states that the house is available as an event venue and although I havent checked, presumably (or at least hopefully ;-) , the house is available as a possible film or photo location as well.

  • Slightly off-topic, but interesting (to me ;-) …according to Wikipedia

“Rudolph earned his master’s degree in architecture at Auburn University (then known as Alabama Polytechnic Institute) in 1940…”

  • I spent some time as a teenager and adult in and around Auburn, AL and my parents lived there twice over the course of many years. My Mom worked at Auburn University for many years.

    Estimating

As a producer or production coordinator, when asked to estimate production costs for a specific shoot, there are almost always some of the basic line items that have to be covered…

The following laundry list is presented with the caveat that, every production is uniquely different and can, in fact (and often does) change on the fly. The following should be used ONLY as a very basic jumping off point:

    1. assumes the shoot is for commercial / advertising or editorial / corporate still photo shoot with high production values
    2. local (no overnight travel) location shoot
    3. a. specific in some cases to the New York City area
    4. assumes there is professional talent (models) to be involved
  • Note: Does not attempt to cover photographer’s production fees or photography licensing fees.
  • Rates: Fees vary significantly from market to market - if a stable of familiar crew used on past jobs does not exist, best to call as many qualified candidates as possible and get a range of day - rates.
  • Basic Line Items to Consider:

    • Crew

    1. Producer (you!;-)

    Only in New York City!

NY Times: One Person’s Trash Is Another Person’s Lost Masterpiece | By CAROL VOGEL | Published: October 23, 2007

“It’s hardly a place you would expect to find a $1 million painting.

But one March morning four years ago, Elizabeth Gibson was on her way to get coffee, as usual, when she spotted a large and colorful abstract canvas nestled between two big garbage bags in front of the Alexandria, an apartment building on the northwest corner of Broadway and 72nd Street in Manhattan.

“I had a real debate with myself,” said Ms. Gibson, a writer and self-professed Dumpster diver. “I almost left it there because it was so big, and I kept thinking to myself, ‘Why are you taking this back to your crammed apartment?’”

But, she said, she felt she simply had to have the 38-by-51-inch painting, because “it had a strange power.”

Art experts would agree with her. As it turns out, the painting was “Three People,” a 1970 canvas by the celebrated 20th-century Mexican artist Rufino Tamayo that was stolen 20 years ago and is the subject of an F.B.I. investigation.

Experts say the painting — a largely abstract depiction of a man, a woman and an androgynous figure in vibrant purples, oranges and yellows — is in miraculously good condition and worth about $1 million. On Nov. 20 it is to go on the block at Sotheby’s as one of the highlights of a Latin American art auction.”

Rockland Magazine Article About Local Movie Homes and Location Scouts

Yours Oughta be in Pictures… | By JENNY HIGGONS | (Original publication: October 18, 2006)

“You probably wouldn’t recognize these Rockland homes if you passed them on the street, but they’ve starred in some famous Hollywood flicks. Think your home has movie-star potential?

Charles Mouquin and his wife, P.J., barely had to break their daily routine—or even a sweat—to earn in 17 days what many people earn in a year. The Sparkill couple simply had to—all expenses paid, thank you very much—spend a night in a ritzy Manhattan hotel and briefly put their dogs in a kennel during a nighttime shoot. How did the Mouquins snag such a sweet deal? Last year they rented out their 9,000-square-foot Sparkill mansion on 19 acres to 20th Century Fox for the filming of Stay, its movie starring Ewan McGregor, Ryan Gosling and Naomi Watts. OK, so the psychological thriller’s box-office take was a drop in the bucket compared to its estimated $50 million budget. But no matter: The Mouquins still got a tidy bundle for the use of their Second Empire Victorian home built in 1873. (The couple was reticent about revealing the exact amount, but let’s just say it was a healthy five-figures.”

I am interviewed and quoted several times in the above article.

Ms. Higgon’s article, in my (admittedly biased) opinion, gives a pretty even-handed overview of what a property owner might expect in the course of an encounter with a location scout or film crew if approached with regard to having their property used for filming or during the course of a number of in-production filming situations.

A New York Location Scouting Story

New York Times | Lights! Camera! Action! Location Fees! | By LISA PREVOST | Published: February 16, 2003

“LOCATION scouts in search of houses for use in television commercials often check in with Iris G. Stevens, director of the Westchester County Film Office. Ms. Stevens has a stack of photographs of 100-plus homes available as shooting sites.”

I call Iris at the Westchester County Film Office all the time for ideas and for guidance regarding filming in various towns and neighborhoods under her jurisdiction.

The Westchester County Film Office is a font of information and assistance for Westchester County; anyone that is a location scout, location manager or production coordinator that does not take advantage of Westchester Film’s service is ignoring an extremely valuable resource.

The article continues with a short interview with Katherine Oliver, Commissioner of the New York City Mayors Office of Film, Theater and Broadcast (MOFTB), Guy Ortoleva, Executive Director of the Connecticut Film, Video and Media Office and Betty Rankin, of Betty Rankin Locations as well as anecdotes from several fellow local location scout/managers, including Gary Handel, who also happens to own Gary’s Lofts, a well-known Brooklyn filming location. (btw, Gary apparently has done so well with his loft that he has expended into several other properties in Manhattan).

  • Check out Gary’s site.
  • Even though the above mentioned newspaper article is several years old, there are a number of useful pieces of film location related info contained therein of potential interest to production personnel and local property owners alike. (Be sure and make note of the discussion regarding “the zone“)

    About Film Permits

About Filming Permits | Information for Production and Property Owners:

  • Many towns and municipalities in the New York City area, especially those close to Manhattan such as Bergen, Passaic, Hudson and Essex Counties in New Jersey; Westchester, Rockland and Orange Counties, NY; Nassau County, Long Island, NY and the Stamford, CT area, to New York City (which as been a major filming hub for many years) have filming permit requirements.
  • Additional Info:

  • Many New York City area productions are crewed with members of various guilds and unions that have established their own “film zones“, or, generally speaking, areas in which they will work as locals. Depending on the union or guild in question generally the New York City “film zone” (or “The Zone”) is a radius of 25-30 miles emanating from Columbus Circle in Manhattan. Non-union productions often use “The Zone” as a point of reference for travel and logistics as well.

Towns and municipalities in “The Zone” are more likely to have formal permit requirements and there may be fees involved. Towns and municipalities outside “The zone” may have permit requirements as well, however requirements tend to relax as distance from New York City increases and population density decreases.

There are exclusive communities that do not allow filming at all, however this is the exception.

The point being made is that property owners and production alike should check with local government as to whether a property (whether it be municipally-owned or privately owned) under consideration as a filming location is subject to film permit requirements.

Property owners and production alike should understand and should be prepared to comply with any local filming or photography permit requirements as they may exist. Not only is it the right thing to do, but when you think about it it be could darn expensive to reshoot after being shut down for not having a permit!

The city clerk’s office or police department are good starting points for getting information regarding local film permit requirements.

Often a film permit will include require production to provide a certificate of insurance showing the municipality third-party additionally insured.

Sometimes “leafleting” or advising neighbors in writing of an intended shoot is a permit requirement.

Many permit requirements revolve around issues of impact on the community with regard to traffic congestion and safety, noise, and “general commotion”. Even a small photo crew, under certain circumstances, let alone a large production with a large crew, many vehicles and a lot of equipment can be potentially be very disruptive to neighbors or the area at-large.

Permit requirements very widely from town to town and can require as little effort as notifying the local police department or sending the town a letter of intent to multiple forms to multiple local government offices / agencies and fees of over $1000 per day.

Even if there is no formal permit required is usually advisable to contact the local government and police department, especially if a shoot is to take place on public property or has any potential whatsoever of being disruptive in any way.
