The Korean city of Busan and Japanese city Sapporo have signed a memorandum of understanding (MoU) to collaborate on film production, distribution and training programmes within the film industry in each city.

The most aggressive region in Korea is Gyeonggi Province through its Gyeonggi Digital Contents Agency, launched in 2004, and the Gyeonggi Film Commission in 2005. Those bodies are behind the construction of a huge complex dubbed “Hallyu-wood,” (hallyu being the term used for “Korean wave” of entertainment) while joining venture capital funds to raise coin for films. Their programs range from the small — renting expensive software to small CG and game production companies — to the large — the Gyeonggi Location Incentive offers cash; this year two films have nabbed $50,000 each.
